Lo que creo importante es que las potencialidades económicas del desarrollo tecnológico cuidan en gran parte factores organizativos e institucionales y no los efectos directos e inmediatos de una tecnología; asimismo las potencialidades de una tecnología se pueden exprimir plenamente solo si son parte de un proceso de cambiamiento mas general sobre las transformaciones, innovaciones organizativas e institucionales complementares. Pues que se puede concluir que nunca se hace muy importante una innovación Top-down y que se necesitan también las acciones de los operadores y de los mercados mismos.
